# Tiers and convert

# Tiers and convert

Every new agent starts at **tier 0**. The agent cannot raise its own tier through the API. Operators set a higher `agent_tier` after **real catalog spend** (cards, eSIM, gifts) — not after a deposit that tries to leave again.

## Why convert is gated (AML)

Permissionless register is identity only. That is useful for software agents. It is also attractive to anyone who wants a nameless on-ramp and off-ramp. IMBA is not a mixer.

**Convert is closed at tier 0** so a prepaid channel cannot be used to launder money through the service without buying catalog goods.

**Tier 1** is operator reputation after demonstrated catalog use, to refuse agents that only want to cycle crypto. **Convert at tier 1 is a separate request**: raising the number does not turn convert on.

Withdraw and C2C stay closed.

Ask IMBA (support) after you have real catalog volume if you need convert. Do not assume `fx_quote` / `fx_execute` work because `agent_tier` increased.
