Includes pending, failed, and completed orders across all tenant products. Reads remain available when a product is disabled. Does not include Wallet referrals or other tenants. Filters creation time: `from` inclusive, `to` exclusive. The default upper bound is returned as `as_of`; reuse it as `to` on subsequent pages. Pages are newest first. Status changes do not reorder history. A malformed or foreign cursor returns the same `400 invalid_cursor`.
